Definition of domestic abuse?
A & B are each aged 16 years or over and are personally connected to each other and the behaviour is abusive
Behaviour is ‘abusive’ if it consists of any of the following – physical or sexual abuse, violent or threatening behaviour; controlling or coercive behaviour; economical abuse, psychological, emotional or other abuse;
And it does not matter whether the behaviour consists of a single incident or a course of conduct
what is the NRM (national referral mechanism)?
The NRM is a system for identifying victims of human trafficking or modern slavery and ensuring they receive the appropriate support.
Victim consent has to be given (for adults), in order for them to be entered into the process. The NRM is also the way to collect data about victims.

A repeatedly or continuously engages in behaviour towards another person B that is coercive or controlling and
at the time of the behaviour, A and B are personally connected
the behaviour has a serious effect on B and
A knows or ought to know that the behaviour will have a serious effect on B
what power do we have to remove children and protect them?
section 46 of the child protection act 1989
definition of child sexual exploitation?
A in exchange for something they need or want and or
B for the financial advantage or increased status of the perpetrator of facilitator
the victim may have been sexually exploited even if the sexual activity appears consensual
Section 1 Sexual Offence Act 2003 (rape)
a person (A) commits rape if he intentionally penetrates the vagina, anus or mouth of another person (B) with his penis and (B) does not consent to the penetration and A does not reasonably believe B consents
Section 2 Sexual Offence Act 2003 (assault by penetration)
a person (A) commits an offence if he or she intentionally penetrates the vagina or anus of another person (B) with a part of his body or anything else and the penetration is sexual B does not consent to the penetration and A does not reasonably believe that B consents
Section 3 Sexual Offence Act 2003 (sexual assault)
a person A commits an offence if they intentionally touch another person B
the touching is sexual
B does not consent to the touching and
A does not reasonably believe that B consents
Section 4 Sexual Offence Act 2003 (causing a person to engage in sexual activity without consent)
it is an offence for A to intentionally cause another person B to engage in sexual activity and
B does not consent and
A does not reasonably believe that B consents

what is vulnerability?
