Q

Why did the Verona declaration fail to win support from even the most committed royalists?

A
  1. Too reactionary - proposed to return France to the old regime, it was seen as a step back
  2. New wealth - those who had gained wealth from buying Church and nobility property did not want to return it
  3. Constitutional monarchy - people supported a limited monarchy, not an absolute one like the declaration stated
