A

He knew the pope would not give in and therefore changed his tactic, claiming the power of annulments should be in the kings hands not the popes; parliament passed the act in restraint of appeals in 1533 and stated england was an empire and not subject to any foreign rule. A divorce hearing was made in 1533.
