Breaches of HASAWA or specific regs is a crime which is illegal and punished by law. Its a criminal offence

What outcome is being sought in criminal law
The enforcing authority / Crown Prosecution Service (CPS) seeks to punish for breach of law.
How is guilt/liability proven in criminal law
With criminal law guilt has to be proven beyond all reasonable doubt, which essentially means ‘certainty’ of guilt. However, it is recognised that ‘certainty’ is a variable standard.
