With proper treatment, restored to normal society/behavior
Prisons can provide an environment for that treatment
Indeterminate sentencing
Judge gives sentencing range minimum and maximum
- 5-10 years, 10 years to life
- released when rehabilitated rather than when sentence ends
- Parole, good behavior
- inmate must demonstrate effort to change
- if not, prison potentially indefinitely
