Criminal is the person that the legal system holds responsible for the crime.

The person nominated as criminal and the culprit should be the same person, but in a lot of cases, the Culprit is overlooked, ignored because they are a cop or other person in authority and the criminal is innocent of the crime and accused only to keep the culprit out of trouble.
