In 1793 most of Europe turned against France, and there ware major uprisings in the south & west.

- oversee security
- Prosecute foreign agents
- Report regularly to the National Convention
Coming of the Terror
As the Convention faced invasion and opposition from within (Marat assassinated 1793), the need for stricter laws, regulations on prices and security led to the Terror.
Political Terror - Law of Suspects
Law of Suspects (September 1793) - All of those who were against the revolution (relations of emigres, royalists) arrested. Prison numbers rose greatly
Executions in the Terror
March - September 1793 – 70 guillotined in Paris
2,639 in Paris by end of 1794.
Poor inhabitants made up 72% of deaths
In the Vendee, over 8,700 were executed during suppression of revolts.
200,000 died in total there
Religious Terror
Dechristianisation
sans-culottes hatred of the Catholic Church led to the removal of thousands of priests and closure of churches.
Robespierre disliked the attacks and wanted to form a new Revolutionry religion
