What is the Misuse of Drugs Act?

Narcotics control law
Intended to control drug addiction and abuse
Under the charge of Minister for Home Affairs, administered and enforced by Central Narcotics Bureau
“Controlled drug” is defined as?
Any substance or product which is for the time being specified in Part 1, 2, or 3 of the First schedule or contains any such substance or product

What is the Misuse of Drugs Regulation?

Not a law/bill, does not need to pass through parliament
Provides exemption to general prohibitions in Misuse of Drugs Act
To allow lawful dealings in CDs for legitimate medical and scientific uses
Minister for Home Affairs appoints Health Sciences Authority officers to administer control system that regulates lawful dealings in CDs
Explain the first schedule of the misuse of drug regulaton
Small quantity CDs, low abuse risk
E.g.,
Codeine, Pholcodine (not more than 100mg per dosage unit with a total conc. of not more than 2.5%)
Diphenoxylate (not more than 2.5mg)
Explain the second schedule of the misuse of drug regulation
High abuse risk
Medicinal properties
E.g., Morphine, Hydrocodone, Opioids

Low abuse risk

Supply of CD
Any of the following can lawfully supply CDs in S1, S2, or S3
- Practitioner
- Pharmacist
- “Person lawfully conducting a retail pharmacy business”
- Nurse in-charge of hospital ward, when administering CD to patient according to instructions of doctor or dentist
- Person in-charge of laboratory engaged in scientific education or research
Administration of CD
Any of the following can lawfully administer CDs
- S1: anybody
- S2 and 3: doctor or dentist
- S2 and 3: anybody with instructions of doctor or dentist
Dispensing (prescription legal requirements)
What are the general legal requirements?
- Written in ink
- Prescriber name and address (must be in Singapore)
- Dated and signed by prescriber
- Declaration (for dental or veterinary use)

What information must be written in ink?
- Patients name and address
- Specify dose to be taken (instruction)
- Specify strength and dosage form
- Specify quantity (in numbers and spelling) of CD to be supplied [Total quantity to supply: 14 (fourteen) of Apple 5mg tablets]
- If dispense in installments: Specify amount of installments of total amount which may be dispensed, and intervals to be observed when dispensing
*The drug name can be printed
Dispensing (prescription legal requirements)
CD prescription:
- Cannot be repeated
- Cannot be dispensed unless prescribers address is in Singapore
- Cannot be dispensed before date stated on prescription, or later than 30 days after date stated on prescription
(within next 30 days)
Documentation of CD
CD register must be kept to record all movements of stocks of CDs in S2 and S4
- Bound book
- Entries in chronological order
- Format follows the fifth schedule (obtaining/supply)
- Entries for each diff strength or preparation of each CD to be recorded together as one set, separately from entries for other CDs of different strengths or preparations
- Class of CDs stated at the head of that page
- Entries must be made on the day of transaction (or latest the next day)
- Not allowed to cancel/obliterate/alter entries (asterisk/dated marginal note/footnote, write in new column)
- Entries made in ink
- Register must not be used for any other purpose other than recording CDs
- Keep separate registers for each separate premises, and each register to be kept at the premises to which it relates

- All documents and records relating to receipts or supply of CDs must be retained for _______
At least 3 years after date of transaction

- Describe the format for entries to be made in case of obtaining (part i)
- Date on which supply received
- Name of person/firm from whom obtained
- Address of person/firm from whom obtained
- Amount obtained
- Form in which obtained
