Controlled delivery defined
Occurs when a consignment of illicit drugs is detected in circumstances making it possible for the delivery of those goods to be made under the control and surveillance of NZ Customs and Police Officers
Initial action phase
- Assume leadership of investigation and appoint roles including customs liaison officer
- Liaise with customs OC exhibits (ensure it’s done correctly)
- Consider electronic interception
- Request customs manipulate ‘track and trace’ system
- Contact surveillance, photography, CMC and TSU
- Plan operation, op orders and roster staff - requires 24hr coverage
