Clan lab risks
Chemical hazards
- can be inhaled, absorbed or ingested and can be a risk of fire and explosion
- acids, solvents, gas, contaminated materials/equipment/debris, chemical waste, flammable gas/liquids, spontaneously combust able substances
Physical hazards
- Armed/drug affected suspects, explosives, booby traps, electric shock, unsafe building structures
IA Unplanned entry
- Immediately alert all attending staff
- Immediately remove persons of interest
- Isolate the side and maintain perimeter
- Preserve the crime scene
- Notify the duty Inspector, contact NCLRT, fire service, ambulance
- Seek advice re decontamination procedures
- Potentially contaminated persons to remain separated until decontamination
- Seek medical advice if necessary
Planned entry investigations
Establishing
- Whether lab is active
- Number and nature of offenders or others present
- Location
- proximity to other persons or property
- type/size of laboratory
- Firearms/weapons/booby traps
90 second rule
Assumes that if offenders are present and moving inside the lab then the atmosphere will sustain life. Assumes that IET wearing minimum PPE may safely enter and extract suspects for a period up to 90 seconds.
Minimum PPE for IET
- Flame retardant overalls
- chemical and flame retardant coveralls
- boots
- fire resistant gloves
- Balaclava
- BAS
- APR’s with air filters
IA for kids in clan labs
Coordinate
- removal of cyp from scene
- Assign OC cyp
- Age appropriate explanation to cyp about what is going to happen
- medical assessment by ambulance
- request OT attendance
- Distribution of PPE to OT staff and decontamination kit to CYP
- Placing cyp in tyvek suit or wrapped in blanket before handover to OT
- Most appropriate decontamination for CYP
- Photographing CYP
- Record condition of CYP including mental state
- consider seizing clothing
- Preliminary interview
- Inform OT of removal power (provide s39 warrant or 42 placement form)
- brief social worker on any relevant info from prelim and health concerns
Follow up for kids in clan labs
- prioritise locating any cyp absent from the address at time of police intervention
- ensure cyp located at lab are seen by a doctor asap and within 24 hrs
- Ensure medical examination completed and hair and urine samples taken
- refer cases where custody is an issue to legal section
- forward hair sample/toxicology kits to ESR
- Toxicology result forwarded to OT and doctor as soon as available
- Liaise with CPT whether EVI is required
- CPP consult for court
- section 42 notification to commissioner
