Virginia Plan

New Jersey Plan
make articles stronger
congress apportioned equally by state
give congress power to raise revenue from duties, postal service fees
one house legislature
supremacy law that required laws of government to be better than state laws
Connecticut Compromise
dispute settled connecticut delegation

congress composed of two houses
smaller house based on equality

opposed ratification of the Constitution because a strong government would require people to sacrifice liberties
