Checks and Balances
Each branch of government can limit the power of the other two. EX: veto, 2/3 vote to block veto
Unitary System
All power is invested in a central government
Federalism
System of government in which power is divided by constitution between a central government and regional government
Expressed Powers/ Enumerated Powers
Powers specifically granted to federal government by Constitution. EX: congress power to coin money,impose taxes, regulate commerce
Implied Powers
Powers of federal government that go beyond those in Constitution. From elastic or necessary and proper clause
Reserved Powers
Not specifically granted to national government or denied to the states. Through 10th amendment
Cooperative Federalism / Fiscal Federalism
National and State governments work together.
Categorical Grant
Funds provided for a specific and clearly defined purpose
Block Grant
Funds granted to states for broadly defined purpose. Shift resources from federal to state, contribute to growing number of state and local employees
Mandates
Rules telling states what they must do to comply with federal guidelines.
Devolution
Movement to transfer the responsibilities of governing from the federal government to state and local
Majority Rule
Majority’s view be respected. Constitution originally contained a number of provisions designed to limit majority rule, including electoral college, life tenure for Supreme Court
