The Chancellor was the Prime Minister he had to have support of half of the Reichstag and he was able to propose new laws to the reichstag

The reichstrat
was a secondary chamber of Parliament which had 67 representatives from 17 states elected by proportional representation they could provide advice to the Chancellor however this could be over ruled by the Reichstag.
What is the reichstag
The Reichstag was the Parliament of Germany elected every four years by men and Women over the age of 20 years old using proportional representation
the ministers are responsible to the Reichstag
They voted on the budget and all new laws required approval of majority of Reichstag deputies
