Qualification for Senate
30, citizen for 9 years, live in state you represent

As long as mentally stable
Congress powers
Controls money, borrows money, commerce, naturalization laws, regulates currency, war and seizing land, military
Necessary and Proper clause
Allows Congress to make laws needed to keep power and peace
Supremacy Clause
The supreme law of the land is the Constitution, U.S. laws, and treaties
Full faith and credit clause
All states have to respect other states laws, courts, and records
Privileges and Immunities clause
States must treat citizens of other states fairly
How a bill becomes a law
Pass the House by majority, pass the Senate by majority, signed by the President or held for 10 days while in session
Veto process
President can veto a bill, Senate can override with a 2/3 vote
Pocket veto
President holds onto the bill for 10 days, but congress isn’t in session
Amendment process
Proposal: 2/3 of both houses or legislature of 2/3 of states call a convention
Ratification: Approved by legislatures of 3/4 of the states or approved by 3/4 of state conventions

Of the 13 states, 9 states had to approve
Quorum
A minimum number of members of that must be present, a majority is a quorum in congress
Census
every 10 years
Impeachments
Senate power, heard by at least 2/3 of the senate
Opening day of Congress
Previously the first monday in December, now January 3
Writ of Habeus Corpus
Denied to Congress, a person must hear what they are charged with and be given a chance to plead
Bill of Attainder
Denied to Congress, can’t punish people without a trial
Ex Post Facto
Denied to Congress, can’t punish someone for something they did while it was legal, that is now illegal
Titles of Nobility
Denied to Congress, can’t grant people titles, (sir, prince, etc.)
Powers denied to states
state currency, trade with foreign countries, can’t start war, make treaties, tax imports
