Every person who
conspires with any other person
to commit an offence against subsection (1) of this section
commits an offence against this Act.

Proving conspiracy to deal - abroad
A
Where theres a conspiracy to import controlled drugs into New Zealand and is carried out overseas there may be issues regarding jurisdiction.
It will be necessary to prove that the defendant had done something to complete the conspiracy in New Zealand for the offence to come within the jurisdiction of the New Zealand courts.
