- law that states that everyone who is asked to, and who is fit and healthy, has to fight in the armed forces.
- therefore anyone who refused to fight could be committing a crime

- conscription for men: 1916
- 16,000 men refused to fight
- only 400 were given total exemption on grounds of conscience
- ‘alternativists’ were given non combat roles
- '’Absolutists’’ were imprisoned, given brutal treatment and harsh labour
- 10 died in prison, 31 had breakdowns, 63 died after release

- 59,000 men and women refused
- all except 12,204 were given complete exemption
- smaller % of exempted ones were sent to prison and others weren’t treated as harshly
