What is congressional debate
Congressional Debate is a mock of US Congress
Members draft legislation
Representatives then debate whether the legislation will be passed
Usually last 2 and a half or more hours
Bills, vs resolutions, vs constitutional amendments
Bills, Describes the details how a law works
Describes the who, what, where, and when
Needs to have national jurisdiction
Resolutions, A position statement on something congress does not have control over.
Usually an action of something besides a law.
It’s usually to support a bill and is a recommendation to another party.
And constitutional amendments, actually change the way the constitution works.

Agendas are presented and voted on
Agendas are the orders in which legislation
Presiding Officer is voted on
Legislations are debated
All chamber members are ranked on how much they spoke and the quality of the speeches
PO(presiding officer)
The presiding officers job is essential to the debate running smoothly.
Some Jobs that the PO has are choosing which representatives can speak (ex. Repeats

How to win congress
1)- Judges listen to delegates speeches, questions, and overall performance
2)- Each judge then ranked the debates from best to worst
3)- Multiple judges will have opposing views and must decide on a final list to decide the winner
Parlementarismes procedure
7:limit or extend debate= to modify freedom of debate
8:previous question= to force a vote
18:rise to a point of order or parlementaire procedure= to correct a parlementary error or ask a question.
21: rise to a question of priveledge= to make a personal request
22:Recess= to dismiss meeting for a specific amount of time
23:adjourn= to dismiss the meeting.
