one of the main reasons that congress opposed was that the Morley minto reforms only increased the number of Indians sitting in councils however they had no real power because the British only intended to hear what the Indians had to say but not have any real power to change government policies therefore the power in the hands of the British and their role was merely advisory which annoyed the Hindus who wanted more responsibility and were looking forward to self rule hence the reforms were criticised by the Hindus and congress.
British accepted Muslim demands
another reason was that the British accepted the Muslim demand of separate electorates elected by Muslim voters. the congress believed it would increase communal divide and was the British divide and rule policy which would destroy national unity. therefore the congress claimed that these concessions went against democracy and demanded the British to remove such anomalies.
Muslim importance increased
another reason for the opposition was that the Muslims importance increased. when the Muslims demand for higher percentage of seats was accepted it increased the Muslims positions within councils and they were heard with as much respect as the congress despite having a smaller population than Hindus therefore the Hindus resented the high position of Muslims despite their small population and the congress claimed it was undemocratic as it went against that majority should be authority hence they opposed the reforms
