Q

Are states required to have a comprehensive plan?

A

There is no consensus about what constitutes a comprehensive/general plan.

Many state enabling laws are still rooted in the U.S. Department of Commerce’s Standard Zoning Enabling Act (first edition 1924; revised in 1926) and Standard City Planning Enabling Act (1928).
