means the protected grounds under the Ontario Human Rights Code for which a person cannot
discriminate. These include: age, ancestry, citizenship, colour, creed, disability, ethnic origin, family status, gender
expression, gender identity, marital status (including single status), place of origin, race, receipt of public assistance (in
housing only), record of offences (in employment only), sex (including discrimination based on pregnancy and
breastfeeding), and sexual orientation.
Prohibited Grounds
in reference to the complaint and discipline process means a member of the Service who is
alleged to have engaged in misconduct by an act or omission where a complaint has been made and the member has been
so designated by the investigating supervisor.
Responded/Subject Member
means a photo security card issued to all employees of the Toronto Police Service, allowing
identification and access to Service facilities.
Warrant / Identification Card
means any Service employee who is not a police officer, including employees classified as:
* permanent;
* temporary;
* part–time;
* summer help;
* participants in the co–operative education program.
Civilian Member
in reference to internal complaints means if, at the conclusion of the investigation and upon
review of the written report, the unit commander is of the opinion that there was misconduct and/or unsatisfactory work
performance but that it was not of a serious nature, the unit commander may resolve the matter informally.
Informal Resolution (Internal)
means an allegation from internal sources concerning the conduct of a Toronto Police Service member.
Internal Complaint
unless otherwise specified,
* for the purposes of the Standards of Conduct means any police officer, or any civilian member, or any auxiliary member;
* for the purposes of the Service Procedures means any police officer or any civilian member.
Member

means providing accommodation to persons with any disability, as defined in the Accessibility for
Ontarians with Disabilities Act.
Accommodation Factor
means anything that prevents a person with a disability from fully participating in all aspects of society because of
their disability, including a physical barrier, an architectural barrier, an information or communications barrier, an attitudinal
barrier, a technological barrier, a policy or a practice.

Barrier
means:
a) any degree of physical disability, infirmity, malformation or disfigurement that is caused by bodily injury, birth defect
or illness and, without limiting the generality of the foregoing, includes diabetes mellitus, epilepsy, a brain injury,
any degree of paralysis, amputation, lack of physical co-ordination, blindness or visual impediment, deafness or
hearing impediment, muteness or speech impediment, or physical reliance on a guide dog or other animal or on a
wheelchair or other remedial appliance or device;
b) a condition of mental impairment or a developmental disability;
c) a learning disability, or a dysfunction in one or more of the processes involved in understanding or using symbols
or spoken language;
d) a mental disorder, or;
e) an injury or disability for which benefits were claimed or received under the insurance plan established under the
Workplace Safety and Insurance Act; (“handicap”).

Disability
means the manner in which members manage their time, workload, and work environment.
Individual Work Practices
means the supervisory practices used to control the work environment and to assign tasks, and
the methods used to communicate standards. Also includes the manner in which training needs are met and equipment
issues are resolved.
Management Practices
means the supervisor who directly oversees a member’s supervisor.
Second–Level Supervisor
includes:
* Police Services Board Policies and By-laws
* Toronto Police Service Collective Agreements
* Standards of Conduct
* Service Governance Definitions
