Community Engagement:
is a dynamic relational process that facilitates communication, interaction, involvement, and exchange between an organization and a community or a range of social and organizational outcomes.
Community Policing:
is a philosophy that promotes organizational strategies that support the systematic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.
The first city in the US to use an automobile as a police cruiser was Boston.
Placed in service at Station 16 in July 1903, it covered about 60 miles a day throughout the Back-Bay District. Chauffeur-driven, a uniformed officer rode on a seat high enough “To allow him to look over the back fences”.
Sir Robert Peel – Principle 7:
“Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence”
#7 is considered the root of community policing
Law Enforcement Oath of Honor
-Police work is one of the more noble and selfless occupations in society
-A public affirmation of adhering to an Oath of Honor is a powerful vehicle demonstrating ethical standards
-To be successful at enhancing integrity within an organization, leaders must ensure the oath is recited frequently and displayed throughout the organization as well as ensuring ethical mentoring and role modeling are consistent, frequent and visible
-The following Law Enforcement Oath of Honor is recommended as by the International Association of Chiefs of Police (IACP) as symbolic statement of commitment to ethical behavior
-Oath: a solemn pledge someone makes when he/she sincerely intends to do what he/she says
Public Trust:
a charge of duty imposed in faith toward those you serve
In conclusion, it is strongly recommended by the IACP that all agencies adopt the Law Enforcement Oath of Honor.
Having officers take an oath will reconfirm the significance of integrity within the agency and help bring the entire profession together to show that the vast majority of LE officers not only are good, decent individuals, but also will step forward to stop unethical acts by any members of our profession
Community Policing Program established:
July 25, 1991
A Community’s Profile is determined by the makeup of the community looking at the geographic boundaries, demographics, economics, social environment, crime data, public safety and various other factors.
Knowing a community profile enhances the police departments understanding and connections towards the community in which they serve
Police must identify a community’s needs and address their concerns
Community Policing – Three Key Components:
-Community Partnerships
-Organizational Transformation
-Problem Solving: The process of engaging in the proactive and systemic examination of identified problems to develop and evaluate effective responses
Community Policing, recognizing that police rarely can solve public safety problems alone, encourages interactive partnerships with relevant stakeholders. The range of potential partners is large, and these partnerships can be used to accomplish the two interrelated goals of developing solutions to problems through collaborative problem solving and improving public trust.
The public should play a role in prioritizing and addressing public safety problems
Media: represents a powerful mechanism by which to communicate with the community.
-Cam assist with publicizing community concerns and available solutions, such as services from government or community agencies or new laws or codes that will be enforced.
-Can have a significant impact on public perceptions of the police, crime problems, and fear of crime
SARA Model:
-Scanning: Identifying and prioritizing problems
-Analysis: Researching what is known about the problem
-Response: Developing solutions to bring about lasting reductions in the number and extent of problems
-Assessment: Evaluating the success of the responses
Crime Triangle: Victim, offender, and location
-Must have all 3 for crime to exist
-Lacking any one of these, a crime will not occur
-Police can focus on factors that are within their reach (rather than root causes), such as limiting criminal opportunities and access to victims, increasing guardianship, and associating risk with unwanted behavior
Youth Connect:
partnership between the BPD and the Boys & Girls Clubs formed in 1996 that places social workers in police stations with front-line officers. Currently covers A7, B2, B3, C11, D4, and E13 with additional citywide coverage through YVSF, School Police Unit, and DVU.
