The HOR is better for BIG states. This is because the people are distributed by population, giving the bigger states proper representation. (Hence, House of REPRESENTATIVES)

The Senate is better for smol states. This is because there are the same amount of people per state, giving the small states the same amount of power as the bigger ones.
