What is a BIR?
Critical radio transmission required by the first arriving unit at a multi company incident. The report initiates command, provides size-up and relays the IAP.
7 Components of BIR
- Announce on scene
Blind call central and units - Establish and Name Command

Height, Stories, Basement, Occ type - Problem/Fire Description
Working fire, smoke showing, nothing

What is a CAN Report?
Regular, consistent way to report back to the IC on your progress and needs. It gives the information needed to keep the strategy and IAP current.

What is Emergency Traffic?
Critical radio transmission that signals a strategic shift. When Fireground factors outperform our strategy, we must go defensive.
Emergency Traffic Procedure
- Declare Emergency Traffic
- Transmit Emergency Tone
- All units exit or abandon the structure
Exit- orderly
Abandon- emergency retreat - Announce “switching to defensive
strategy” - Units report when they have exited the structure
- PAR’s obtained by roll call
What is a follow up report?
Additional size up is needed to accurately determine critical incident factors. The follow up report allows incident commanders to communicate the findings of a more thorough size up.
3 components to Follow up report
- Result of 360 or strategic views
Include any critical info not reported
in BIR
Standard 360 elements:
Life safety
Number of stories on the Charlie side
Basement type and condition if known - Change to IAP
Announce any modifications to IAP over
Radio.
Situations that require IAP change:
Rescue not seen from initial command

7 steps of mayday management
- Acknowledge/ declare Mayday
- Obtain firefighter information
