What are the responsibilities of Command?
To complete the tactical objectives.
What are the Tactical Objectives?
1) Remove endangered occupants and treat injured.
2) Stabilize the incident and provide for life safety.
3) Conserve Property.
4) Provide for Safety/accountability/welfare of personnel (this objective is ongoing throughout the incident).
How does the IC complete the Tactical Objectives?
By building a command structure that matches the needs of the incident.
What do the Functions of Command define?
Standard activities performed by the IC to achieve Tactical Objectives.
What are the Functions of Command?
1) Assume Command, establish initial command position (Command Post).
2) Quick scene size up.
3) Initiate, maintain, and control effective incident communications.
4) Provide/manage a steady and timely stream of appropriate resources.
5) Identify incident strategy, create IAP, assign companies and personnel consistent with plans and SOP’s.
6) Create an effective incident org using Sectors/Divisions/Groups to decentralize/delegate geographic responsibility.
7) Review and revise the strategy to keep IAP current.
8) Provide for continuity, transfer, and termination of command.
What’s the significance of the first 6 functions of the Functions of Command?
The first 6 must be addressed immediately upon assuming command.
What is included in the initial radio report, for first arriving fire dept unit?
Your on-scene report, followed by a follow-up report.
What is included in the on-scene report?
-Clear alarm
-Unit designation on scene
-Building/area description (occupancy, size, height)
-Obvious problems/conditions
(nothing showing/smoke showing/fire showing, working, fully involved)
-Action taken (assume command, laying a line, etc)
-Declare a strategy
-Command confirmation with name
What is included in the follow-up report?
- Any immediate safety concerns
- Accountability/Decon started with location
- Disposition of resources (hold/add/return)
- IRIC (in place and identify)
If a Chief Officer in a staff vehicle is first on-scene and assumes command, what is his/her first priority?
