Collapse Operations Flashcards
A structural collapse is one of the most difficult and dangerous operations FF’s will encounter. It is a single command event and FDNY has been designated as the IC. Search and Rescue is a core competency of the FDNY. Who operates under the direction of the FDNY during collapse operations?
All city agencies including NYPD and DOB
Search and Rescue of and AREA is PD’s
When the rescue and removal of all persons involved in the incident, and the stabilization of all threats to public safety have been accomplished, the scene becomes the jurisdiction of?
DOB and/or DOL for buildings under construction/Demolition
The first arriving units shall notify the dispatcher of?

At least 1 tower ladder shall be special called to every major collapse if none is assigned on the initial alarm
Safety at the scene of a collapse is the single most important consideration during the operation. Do not enter and danger zones except?
To save life
At all explosions and major collapses, SOC units shall ensure the immediate area is monitored for the presence of Rad/Chem agents
Steps must be taken immediately to prevent further casualties. First arriving units shall examine the collapse site for dangers and take the necessary actions to prevent further injuries including?
Stretch hoselines to protest ENTIRE collapse area. ENSURE a 3 1/2” hoseline is stretched for tower ladder use.
Control utilities
Remove lightly buried victims
Examine premise for hazardous occupancies or processes
Explosions shall be viewed as possible “Dirty Bomb” sites until monitoring shows the area to be clear of contamination. Voids and below grade areas shall be monitored for accumulations of flammable gases, CO, and O2 content. When?

Initial rescue actions should concentrate on removing able-bodied (ambulatory) and surface or lightly buried persons from immediate danger.

Where should the 1st and 2nd engine be positioned at a structural collapse?
If possible, both the 1st and 2nd engine should take separate hydrants OUTSIDE the block, each on SEPARATE mains, and prepare to supply hoselines and a large caliber tower ladder stream.
The 3rd and 4th engines should be positioned?
At the REAR of the structure.
2 of the 2nd alarm engines shall be used to seal of the ends of the street.
Initially the 1st arriving tower ladder shall be the only unit in front of the collapse building outside of the collapse zone. Subsequent arriving tower ladders should be positioned where?
Positioned to protect a different exposure.
Aeriel ladders should be kept away from the front of the building in a secondary staging area unless need for a specific rescue purpose. (ie tall/long buildings)
Rescue companies and collapse units should be placed outside of the collapse danger zone but as close as possible to the front of the building. The ICP must be clearly visible from the collapsed structural and accessible to incoming units. Who shall establish the staging area?
The INITIAL IC.
A company officer shall be assigned the Staging Area Manager until relieved by a chief officer.
At a building collapse, first alarm engine companies shall? (priority order)

Stretch and CHARGE a 2 1/2” to cover ENTREE operation. In addition, a 3 1/2” should be stretched and CHARGED to the 1st tower ladder.
At a suspected terrorist event where should the 2 1/2” handlines be placed?
They should be located between 2 apparatus or other substantial shielding to protect personnel from secondary blasts set to injure emergency responders.
The 1st arriving engine company is in charge of water supply. They may have to take a position within the block to use the apparatus LCS to control fire or for exposure protection. The officer must ensure a continuous source of water for such purpose. He shall also CONSIDER stretching a 3 1/2” line to supply a TL. Who must ENSURE this takes place?

The 1st arriving ladder officer has the option of splitting the company into separate teams to cover more area. Recon is the primary task of this unit. They shall remove surface victims and perform preliminary void search. How are these voids to be searched?
Visually. DO NOT cut, lift or remove load bearing members. Call and listen.
The 2nd arriving ladder company has a major priority. What is it?
Utilities. Controlling the gas electric and water services.
They must ENSURE that the utility company emergency crews are notified.
3rd and subsequent arriving ladder companies may perform what duties?
