It’s when everyone is governed by laws that apply to all people to protect and improve citizens’ rights.

The ruler cannot make his own rules.

Refers to the interests of all people living in a community/society such as Canada. These interests include peace, justice, safety and economic stability.

The rights of minorities are protected by the majority (ppl who don’t share the views of the majority enjoy the same rights to legal, economic and social equality as members of the majority).

• Believes that ruler should take care of ppl in society due to scarcity (insufficient resources)
• Doesn’t think humans would make good use of their lives and lives would be short
• This gives the government so much responsibilities
• Gives humans no access of freedom

• Allows everyone come together in societies to educate each other
• Believes country would prosper
• Governments should be obeyed as long as ppl follow common good in their actions

• Divides power between national and lower level governments
• Each gov’ has distinct powers that other govs’ cannot override
  E.g. Brazil, Canada, Germany, U.S.

• Central government exercises all powers of a gov.
  E.g. France, China, U.K. and South Africa
