Organizations of the federal bureaucracy and what they do?
- Legislative branch-Congress -Senate and House
- Executive branch-President and VP pres.
- Judicial branch-supreme Court of US
Most extensive missions and biggest budgets
Departments
What are the 14 departments
Agriculture, commerce, defense, education, energy, health and human services, Homeland security, housing and urban development, interior, justice, labor, transportation, treasury, veterans affair.
Operate separate from a department, and are not under direct control of the president. Work on specific problems, creation of an independent agency is the first step to becoming a department.
Independent agencies
Ex. CIA + environmental protection agency
Operate outside of a department. Are not under direct control of the president. Run by a commission appointed by the president and confirmed by the Senate. Commissioners have fixed terms in office.
Regulatory commissions
Ex. Consumer product safety, federal communications, federal trade, Fred will reserve, securities and exchange.
Are intended to act more like business then a traditional government department. Have greater freedom from internal regulations. Conduct revenue-generating activities.
Ex. US Postal Service, Corporation for Public Broadcasting, Amtrak.
Government corporations
What are types of government employees?
Senior executive service, civil service,
presidential appointees.
The civil service, what is it?
Federal employees who obtained positions through an open competitive process
Why was civil service created?
Developed in response to the spoils system and to avoid patronage.
Managed by the office of personnel management
A form of organization that operates through impersonal, uniform regulations and procedures.
