Solution is basic, a greater amount of water is hydrolyzed by the anionic base than the cationic acid.
Example: Kb for bicarbonate ion is 2.4 x 10-8 and the Ka for ammonium ion is 5.6 x 10-10. Since Kb is higher than Ka the solution will be slightly basic.
