  1. Determine the appropriate sample size
  2. Define the target population, attempt to
    maximize population coverage, select a
    sample that fairly represents the entire
    population, and obtain data from as much
    of the selected sample as possible
  3. Do a good job of training and supervising
    interviewers, use good questionnaire
    design, and exercise good control over
    coding and data entry
