Nongovernmental Organizations (NGOs)
Private, voluntary organizations
Members are individuals or associations
Come together to address a common purpose
Often oriented to a public good
International Court of Justice
15 judges; located in The Hague
Non-compulsory jurisdiction
Hears few cases, but number has been increasing
Only states and IGOs may initiate proceedings
International Law
A body of rules and norms of permissible and impermissible behavior
Regulates interactions among states, between states and IGOs, and among IGOs, states, and individuals
Provides order
Mechanism for settling disputes
Security Council
Problem: permanent members do not represent geographic/regional diversity and do not reflect power of major economic contributors
Solution: increase the number of the permanent members on Security Council to include Germany and Japan (major donors) and major regional powers (India, Brazil, Nigeria)
Complex Peacekeeping Operations
Respond to civil wars, ethnonational conflicts, and domestic unrest
Use of military and civilian personnel (including those drawn from Security Council)
Roles of NGOs
Advocates for specific policies Alternative channel for political participation Mobilize mass publics Distribute aid Monitors of norms and of state practices
NGOs at the State Level
Perform services that state cannot or will not perform in education, health, agriculture, microcredit (example: Bangladesh)
Replace state when state has failed (example: Somalia)
Try to change states and government policy
