A

Driver who has been signalled to stop by a constable but fails to stop ans remained stopped, or a driver whi flees as a result of police presence, whether signalled to stop or not

A

Safety of the public, vehicle occupants and Police staff takes precedence over the immediate apprehension of a fleeing driver

The threat posed by the vehicle occupants prior to signaling the driver to stop, and the necessity to immediately apprehend the driver/ passenger outweighs the risk of harm created by the pursuit
