A

Détente refers to a period during the Cold War where tensions between the USA and the Soviet Union were eased. There was increased cooperation and several attempts were made to slow down the arms race.

Why was the policy of détente introduced?

A

❖Both the USSR and the USA wanted to ease tensions after the Cuban Missile Crisis because they came so close to nuclear war.
❖The Sino-Soviet relationship had deteriorated and the USSR wanted to prevent the USA becoming closer to China. The Soviets were worried when President Nixon visited China in 1972.
❖Brezhnev, the leader of the USSR, wanted an improved relationship with the USA as he wanted access to US technology and grain.
❖Both sides wanted to slow down the arms race because it was very expensive and they needed the money for domestic issues.
❖The USA had domestic problems with anti-Vietnam War demonstrations, race riots and massive social inequality. It needed to cut defence spending so it could invest at home.
❖The USSR had economic problems and needed to cut defence spending so there was money to invest at home.
❖The USA needed the USSR’s help to end the Vietnam War as it was supplying the Vietnamese communists. To find a solution, the USA asked the USSR for help.

What were the limitations of SALT 1?
❖It did not cover intermediate-range nuclear weapons, which were still being deployed by both countries. ❖It did not include multiple independently targeted reentry vehicles (MIRVs), which carried multiple warheads on a single missile. ❖Although it slowed down the arms race, both sides still had enough nuclear missiles to destroy the planet and there was no agreement not to use them.

What was China's relationship with the USA before détente?
❖Chairman Mao, the leader of China, did not trust America. ❖Tensions increased when China joined the Korean War on the side of North Korea in 1949. America supported South Korea. ❖The relationship deteriorated again when America said in both 1954 and 1958 it was prepared to use force to protect Taiwan from Chinese interference. ❖In the 1960s Mao's followers publicly criticised the USA and called them 'capitalist running dogs' as an insult.

What were the reasons for China being involved with détente?
❖China's relationship with the USSR had deteriorated. ❖Both China and America viewed the USSR as a rival. ❖The World Table Tennis Championships were held in Japan in April 1971. The Chinese and American teams became friendly, which improved the diplomatic relationship.

How did China's relationship with the USSR affect détente ?
❖In 1950, Chairman Mao of China visited Stalin. They signed the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, but Mao felt China had not been respected. ❖The Sino-Soviet relationship deteriorated further when Stalin died in 1953 because Mao disliked Khrushchev's policy of de-Stalinisation. ❖Khrushchev criticised Mao's policies in response. ❖The relationship was seriously strained when Mao accused Khrushchev of cowardice in Cuba and condemned the USSR's invasion of Czechoslovakia. ❖The relationship hit an all-time low when fighting broke out on the border between the two nations in 1969.

What were the consequences of China being involved in détente?
❖Henry Kissinger, the Secretary of State for the USA, visited China in 1971 and met with the Prime Minister, Zhou Enlai. ❖In 1972 Kissinger and Nixon signed the Shanghai Communique, agreeing a peaceful outcome to the Taiwan question but acknowledging Taiwan was part of China.
