Initial Action at Clan Lab where CYPs located ?
• Removal of CYP from the scene
• Photograph CYP at the scene
• Exhibit clothing of CYP
• Assign a Officer to look after & monitor CYP
• Assessment of CYP for injuries, illness or respiratory distress
• Request OT attendance at the scene
• PPE & decontamination kit for CYP
• Recording physical & mental condition of CYP
• Consider swabbing CYP for chemical residue ESR - ensure 4X authorise
Things to cover off in initial interview with CYP in clan lab
• Details of other siblings
• Occupants details
• Sleeping arrangement
• Playing & eating area
• School & pre school details
• Name of doctors
• Knowledge of drugs, manufacturing, dealing activities
4 points for unplanned entry to a clan lab
• Remove POI from premises
• Isolate site & maintain a safety perimeter
• Preserve the crime
• Notify duty inspector/NCOs
• Contact NCLRT & where appropriate, the fire and ambulance
• Seek advice from Fire Service about decontamination procedures
• Seek medical advice if experience and adverse effect
Signs of a Clan Lab (exterior)
• Chemical Odour from building
• exhaust fans running at odd times
• Frequent visitors at odd times
• Window blackened out or curtains always drawn
• People coming out to smoke only
• Occupants unfriendly, paranoid behaviour, secretive
• Expensive security and surveillance gear
• Access denied to landlords, neighbours, other visitors.
Signs of a clan lab (Interior)
• Laboratory glassware, equipment and documents
• Containers with clear liquids in them with chalky coloured solid on the bottom or similar
• Containers with two layered liquids in them, one dark coloured layer and one clear or pale yellow layer
• Used coffee flitters containing white pasty or reddish brown substances
• Hot plates near chemicals
Clan Lab safety consideration
• Leave area immediately
• Never touch, taste or smell chemicals or equipments
• Do not attempt to stop the chemical reactions or turn any electrical devices
• Do not shut off water supply to the house or the chemical reactions
• Do not smoke in or near Clan Lab
• Do not use radios, tools, cellphones or devices
• Do not re enter premises
Who can call a landslide ?
• Any member of the initial team
90 second rule ?
• This rule assumes that if offender are present and moving inside the Lab then the atmosphere will sustain life.
• It assumes that the IET may safely enter and extract suspects for a period of up to 90 seconds
