Four things to consider with an observation point for controlled delivery ?

A

• Suitable location
• ID any staff or friendlies who live in the vicinity of the target address who have friends or family in the area. If NONE then ID potential address based on location & proximity to target
• Camera OP requirements verse intercept requirements
• Staff needing to occupy the OP
• Whether SDW required

Four ways a controlled delivery could come about ?

A

• International mail centre - Inside mail consignment
• International airport - Arriving courier using either body packing internal concealment OR concealed in luggage
• International Air Freight - Within a freight consignment, either commercial or private
• International Sea freight - as with air freight but arrived via sea

Difference in Acts Internal Search ?

A

• Section 23 (S&S Act) conducting internal search in person BELIEVED to be concealing drugs internally. Must be K9 for specific offences 6 7 and 11 in relations to Class A B and C controlled drugs

• Section 13A (MODA) dealing with person BELIEVED to be concealing class A or B drugs internally. Not K9. Any member of Police or Customs may request a warrant from a DCJudge to detain someone under this section.

What is a Controlled Delivery ?

A

• occurs when a consignment of illicit drugs is detected often concealed in some goods.

In circumstance the delivery of those goods are made possible under the control and surveillance of NZ Customs and Police Officer with the view of ID and securing evidence against those involved for imports/exports

A

• Previous owners
• Real person or Fake Names
• Connection to delivery address
• Bank accounts
• Business Associations
• Travel connections to country of origin

Two different types of controlled deliveries

A

• Clean Controlled Delivery - No drugs left behind in the consignment. Eliminates risk of drugs being lost, also freedom in organising the surveillance of the consignment, reduces risk of alarming targets.
• Leave an amount of drugs within the consignment. Enable option of charging Possession for Supply. Provides the use of Emergency powers
