- Totalitarian regimes had only one leader who had absolute power
- Only one ideology allowed. None others were tolerated
- Allowed no opposition and citizens were denied their human rights
- Police were used in extreme ways to instill terror into the population
- Censorship and propaganda were common tools used to control the population
- Citizens were left only freedom of their own thoughts

- after WWI, Italians were not happy
- dissatisfied with new democratic form of government (thought it was weak and ineffective)
- blamed democratic leaders for getting a bad deal for Italy at the PPC
