Double data rate was able to send 2 request for every tick of the clock.
What is the clock speed in relation to the DDR speed in relation to the PC rated speed
The DDR rating is double the clock and the PC rating is 8 times the DDR rating
What changed from DDR to DDR2 RAM?
How is it measured?
The I/O speeds doubled. The ram speed stayed the same but DDR2 doubles the speed from DDR

The RAM buffer was doubled from 4MB to 8MB doubling the speed yet again also supports up to 16GB memory modules supporting more ram overall

How is it measured?
Faster overall and supports theoretically 512GB modules. take the clock speed and multiply by 8 to get the megatransfers/second then multiply that by 8 to get the PC rating
