A
  • war costs: high casualty, soldiers returning for jobs
  • treaty of Versailles: claims ignored, nationalists felt being robbed
  • Economic problems: wartime government printed money to pay for arms–>inflation; major arms and shipbuilding factories bankrupt
  • Weak democracy: proportional representation—>impossible to reach agreement
