Justifies the activities of the FDA which oversees extensive federal regulation of foods, drugs, medical devices and cosmetics

It started to reverse when a strong movement in congress and the supreme court cut government regulation and gave more power to the states

Collect health statistics, conducting communicable disease control programs, providing screening and immunizations, providing health education services, sanitation, inspection programs, running school health programs
