GC responsibilities
Controls all vehicular and aircraft movement on the ground and the run up areas
Issue taxi and departure info to aircraft
Issues IFR clearances to departing IFR aircraft when these aircraft are unable to contact clearance delivery
Issue CVFR clearance to avoid aircraft mistaking CVFR clearance for a takeoff clearance
Coord with LC PRIOR. To taxiing aircraft or vehicles on or across landing and departure areas
Coord to enhance the safe operation of the control tower as necessary or otherwise directed by SL
FD responsibilities
Logs and forwards departure times to Sabre/Campbell base ops via AAAS/IDS5
Assists LC WITH approach data given by ARAC
REQUESTS release and turnout instructions for IFR departures and relays info to LC verbatim as received from ARAC
Handles coord with other facilities and units via the landline
Performs the daily crash net check on Sabres scheduled day and time
Enters traffic count and controller currency on the computer
Any other coord directed by the LC GC or SL positions to enhance the safe ops of the tower
LC responsibilities
Control VFR/IFR traffic in the airport traffic area
Coordinates with GC position prior to authorizing landing operations on the mirage holding area NE sod
Coordinates to enhance the safe operation of the tower as directed by SL
CD responsibilities
Located at ARAC 237.6
Issues clearance to aircraft departing EOD and outlaw field
ENSURE accuracy of pilot read back
Processes and forwards flight plan info to other positions/sectors or facilities
When can CD be performed by GC
Requesting the clearance from ARAC
Approach responsibilities
Located in 7164
When do you combine positions
When traffic volume warrants
Control positions may be combined IAW TC 3-04.81
FD and LC shall not combine
CIC responsibilities
Assumes duties and responsibilities of the SL and performs all of the normal ATC duties
Conduct controller evaluations
SL responsibilities
Responsible for the efficient operation of the ATC facility during his/her tour of duty
Ensure personnel receive on the job training and conducts assessments of training through the administration of controller evaluations
Conducts position qualification evaluations when directed by the facility chief
Assists and advises controllers during an emergency
Maintains facility records. Ensures logs are completed properly
Ensure personnel are current and proficient
Notifies SAR facilities of aircraft in distress and provides assistance and advice
Delegates responsibility to subordinates and assists the facility chief
Evaluates the operational efficiency of the facility systems and equipment
Records and reports outages and takes action to correct discrepancies
Assist the training supervisor
Perform normal ATC duties as required
Ensures that required information is broadcast by LC and GC when the facility opens and closes
Training Supervisor
Plans schedules directs and supervises the facility training of assigned ATC personnel
Supervises and conducts classroom and self study training
Develops local course material, training aids and control scenarios to supplement and enhance FTP
EVALUATES and analyzes the capabilities and progress of the ATC PERSONNEL
Maintains training records
Conducts position qualification evaluations
Recommends to the facility chief those controllers who require proficiency or remedial training
Administers biennial written exams and conducts skill evaluations
Facility Chief responsibilities
Ensures the facility operated according to military and FAA rules and regulations applying to ATC
DEVELOPS AND MAINTAINS FTP
develops and maintains the FTM
ENSURES all controllers meet the physical standards of AR-501, AR 95-2, da Pam, OPM handbook x118,
Ensure operational readiness of facility equipment and associated NAVAIDS
Maintains a current file of pertinent regulations, manuals, charts, maps, and training material IAW TC 3-04.81 and AR 95-2
Ensures assigned personnel maintain currency
Maintains custodial control of all facility forms, records, and pubs and ensures their accuracy, completeness and distribution
Initiates and maintains facility duty schedule
Conducts testing and practical evaluation for PQ or rating of training
Administers biennial written exams and conducting skill evaluations
Ensures the number of non ATC personnel in an ATC facility is minimal
ATC chief responsibilities
Supervises and manages all ATC facilities located at airfields heliports within his/her jurisdiction
Provides asst and local expertise on matters of ATC and airspace to the air traffic and airspace officer, DAR FAA, ACOMS, ASCC, direct reporting unit, local post to installation commander and representatives of other units agencies or commands
Ensure all ATC facilities in their jurisdiction meet all safety and operational requirements
Collects and safe guards data concerning aircraft mishaps, emergencies or violations
Ensure ATC PERSONNEL maintain currency in their assigned facilities
Monitors the establishment and conduct of ATC training and rating program ensuring compliance with TC 3-04.81 and other applicable regulations
Ensures all facilities comply with applicable army and FAA regulations and publications regarding ATC facility operations
What is the primary purpose of ATC
prevent a collision between aircraft operating in the system and to provide a safe, orderly and expeditious flow of traffic, and
to provide support for National Security and Homeland Defense. In addition to its primary function,
the ATC system has the capability to provide, with certain limitations, additional services. The ability to provide additional services is limited by many factors, such as the volume of traffic, frequency congestion, quality of radar, controller workload, higher priority duties, and the pure physical inability to scan and detect those situations that fall in this category.
What are the duty priorities
separating aircraft and issuing safety alerts as required in this order. Good judgment must be used in prioritizing all other provisions of this order based on the requirements of the situation at hand.
Provide support to national security and homeland defense
Provide additional services to the extent possible, contingent only upon higher priority duties and other factors including limitations of radar, volume of traffic, frequency congestion, and workload.
