The EEOC guideline state that verbal and physical conduct of sexual nature is harassment when the following conditions are present (4).
1- the employee is made to feel that he or she has to endure such treatment to remain employed
2- whether the employee submits to or rejects such treatments is used when making employment decisions
3- the employee’s work performance is affected
4- an intimidating, hostile, or offensive work environment is present

1- speak with offending firefighter in private
2- counsel the FF that the use of such words is unacceptable in the fire station or in any situation where the individual is representing the dept.
3- provide the FF the depts EEO/AA policy, and/or the code of conduct
4- maintain a formal or informal record of the counselling session
5- ensure a higher-level supervisor is informed of the action that has been taken
