Lincoln’s plan for reconstruction
10% of citizens of former confederate states who voted in election of 1860 take an oath pledging loyalty to the US to be readmitted. Very forgiving.
Wade-Davis Bill
Congress’s reconstruction plan for 50% of citizens of former CSA to take an oath of allegiance. Pocket vetoed by Lincoln.
Johnson’s reconstruction plan
Lincoln’s 10% plan, and have to ratify the 13th amendment
Black codes
Kept Blacks like former slaves. Many only knew agriculture, so they worked for former masters for low wages under 1 year contracts, or were sharecroppers. Couldn’t be on juries
Stephens
Former CSA VP who became a Georgia senator
Civil Rights Bill (1805)
Gave Blacks citizenship (struck at black codes). Vetoed by Johnson, overridden by Congress.
14th Amendment
1) Granted Blacks citizenship, 2) Reduced electoral votes for states w/o Black suffrage, 3) Prohibited former CSA officers from holding federal/state office, 4) Guaranteed the federal debt, while repudiating all Confederate debts
Reconstruction Act (1867)
South divided into 5 military districts controlled by union generals.
Seceded states must ratify 14th amendment and give Blacks suffrage in state constitutions to be readmitted

Northerner who moved to the South to gain profit and power
