A new plan that the second continental congress made. An alliance among 13 states
Northwest Ordinance of 1787
Congress provided a procedure for dividing the land into 3-5 territories
Shay’s Rebellion
“the farmers protest” when their farms were being foreclosed on and the government wasn’t doing anything about it
James Madison
He proposed the Virginia plan which was a 2 house legislature but based on each states population
Checks & Balances
A system to prevent any one branch of government from gaining too much power

Official approval by the people of the US
Federalist
A person who believes in a balance of power between state and national government
Anti-federalist
A person who opposes such strong central government (they were against the constitution)

A formal summary of citizens rights and freedoms
