What does the necessary and proper clause entail
A section of the Constitution that says the legislative can pass laws that are necessary and proper to fulfill their duties outlined to them
What is the policy of nullification?
The policy that a state government can declare a congressional law null and void it in their opinion believe it violates the Constitution
What is the policy of dual federalism
A doctrine that says the national government is supreme in its own sphere and the states are supreme in Their own sphere
What is the police power
A state policy in which they promote health, safety and morals
What is an initiative
The process in which allows state voters to put legislation directly on the voting ballot
What is a referendum
A procedure that allows voters to directly reject laws passed by the legislation
What is the action of recall
The procedure in which the people remove an elected official from office
What is Federalism?
A government authority shared by national and state governments
What is grants-in-aid
It is the actions of the national government in which they give money to the state governments
What is a categorical grant
It is a Federal grant where the money given has a specific purpose such as building something
What are the conditions of aid
Ip they are the terms and conditions in which states must meet in order to receive federal aid
What are federal mandates
Mandates are federal requirements that all states ,use follow whether or not they receive federal grants
What is a waiver
A decision made by an administrative agency some other part permission to violate a law or rule that would otherwise apply to it
