How powerful is congress and why?
Congress is the most powerful because the founding fathers were fearful of tyrannical rule so since congress is closest to the people, they made it the most powerful to ensure everyone’s voices were heard.

laws creating effective public policy
Why does the HOR only have 2 year terms.
They have shorter terms because they are even closer to the people which allows them to be voted out faster if they are disliked by the people.

reallocation of seats in H.O.R. based on population changes

Definition of Gerrymanderin
Drawing of districts to benefit an incumbent/political party/group.
What does gerrymandering result in?
It results in an increase in polarization/partisanship. So basically less moderate members because it gives members a large incumbent advantage, and there will be more partisan districts, therefore resulting in the member not having to really represent the other party’s views as much because they won’t be their constituents.
