Other than the capital P in “pilot”, which might reference some divine being, we aren’t really told. However, since the poet hopes to meet him after dark when he has crossed the bar, I think it is referring to God.
Why does Tennyson start Crossing the Bar with the first line “sunset and evening star”?
The language describing the end of the day is figurative language referring to the end of one’s life.
