- reconstruction carried republicans in congress punish the south to protect blacks.
- also it was to politically slap Johnson in the face

- congressional election year Johnson goes around saying how awful these republicans, campaigning against them.
- election day comes and it is a huge republican victory so much so, they can do what they want.

- gave republicans a way to rule the south into 5 military districts. Those districts were governed by a military governed by military governor.
- ensures the right of southern blacks are protected, mainly right to vote.
- the congress will began to do their own reconstruction carried out through 3 laws.

The idea of the military reconstruction act
A
- the idea is those military governors will hold power until southern starts to allow blacks the right to vote and ratify the 14th amendment.
- also took away the rights of powerful former confederates, southern whites hated it.
