For the managerial approach, is the public sector management is the same as the private sector management?
Yes, as this approach is related to the executive function, where is seeks efficiency. Same thing as the price sector, seeks efficiency too. Which makes public sector equal to the private sector.
For legal approach, what’s the main focus on?
Effectiveness and responsiveness rather than efficiency.
PA is different from business. State differences
PA is concerned about: ambiguity, pluralistic decision making centers, and has larger visibility than business
Business’s main concern is about making profit while PA is about serving the people
plurastic decision making makes administration in public sector and NGO harder
Mike Michael Blumenthal, stated that. But he also said that the rule of people is a main characteristic in democratic governments. So this should be the normal condition.
What are the views of PA?
At first people saw PA as a science for all 3 branches, then saw it as for executive only. That one was entrenched for quite sometime. But now PA is seen as being related to all 3 branches

What happens to the efficiency of the solutions when the public sector collaborate with private sector and NGOs?
The more collaboration between public sector, private sector and NGOs, the more complexity the solutions become. So solving international problems would be important for a national administrator.
Globalization affects PA, how?
As globalization is a way western societies impose their values and ideologies all over the world. This affects the way you work as an administrator, how you get your personnel and manage you company and etc.
Robert Katz defined the 3 skills all managers need in 1974. Discuss.
Conceptual: ability to see the organization as a whole that consists of parts, and how affecting one part could affect the other parts. Sees the interaction between the organization’s components and functions.
Technical: having technical skills needed for the job.
Human: being able to integrate between any 2 working on something with efficiency.
