no, doctors and medical staff had a lack of understanding in 1848. this is one key barrier to progress.
was the training for doctors good?
No, doctors in 1848 had very faulty medical training. therefore ideas for treatment of disease or prevention of disease were like to be shushed or ineffective.
was there a lack of technology available?
Yes, there was a large lack of tech available for doctors and scientists. microscopes weren’t strong enough to see micro organisms
How did they get funding for research?
they didn’t kinda. in 1848 there was a big problem with funding. at the time the government didn’t feel it was their responsibility to do so. hospitals were reliant on charity

in 1848 doctors were very stubborn and didn’t want to to change or learn new ideas and ways to treat patients
where did Florence nightingale go in 1851 to train as a nurse
in 1851 Florence nightingale went to Kaiserwerth germany to train to be a nurse

she scrubbed the surfaces clean, washed the bandages, sheets and medical supplies and as she believed in miasma she opened all the windows to let fresh air in(which accidentally helped)
