Because the electrons needed a circuit (circular pathway) to get to light

It takes about a day for one electron the jump from Adam to Adam and make it all the way through a wire so why does the light come on right away
Because electrons push their neighbor who pushes it’s neighbor who push it it’s neighbor until the last one right next to the light gets pushed and starts the light so the voltage is immediate
