Money that is allowed to someone else. People (and organizations, such as governments) have debts when they have borrowed money and promised to pay it back.

Laws created or passed by government. For example, the Stamp Act was a law was passed by the British Parliament.

A
Forcing people to pay taxes when they have no law that created tax. American colonists were angry about paying taxes that were passed by the British parliament, where they had no representative ( people who could vote on tax.
